Queensland Tenancy Law: What Changed and What Matters

Queensland's Stage 2 rental reforms changed the rules for landlords in significant ways. Here is what Townsville landlords need to understand and act on.

The Scope of Stage 2 Reforms

Queensland's Stage 2 rental law reforms represent the most significant change to the state's tenancy legislation in decades. Key changes include new minimum housing standards, significant changes to the rules around pets in rental properties, new protections limiting the circumstances in which leases can be ended, restrictions on rent increases, and changes to entry notice requirements.

Minimum Housing Standards

The minimum housing standards specify that all rental properties must be weatherproof, structurally sound, and free from significant mould and damp. Properties must have functioning locks on windows and external doors, privacy coverings on windows, fly screens on windows designed to be opened, and functioning kitchen, bathroom, and laundry facilities.

For many well-maintained Townsville properties, meeting these standards is not difficult. Properties that have been managed to a lower standard and have deferred maintenance issues may require investment to comply.

Practical Steps for Townsville Landlords

Every landlord should understand whether their property currently meets the minimum housing standards. An assessment against the standards' checklist, conducted honestly, will identify any gaps. Issues identified proactively and addressed at a planned maintenance visit are far less disruptive and costly than issues identified under a tenant complaint or QCAT process.
